There is no known relationship with people taking finasteride and the appearance of diabetes. If you developed diabetes while on the drug, I suspect it is related to both your diet and heredity,

Dutasteride is like Finasteride. They are both DHT blockers. The results from Dutasteride should parallel Finasteride.

What is your age? Your hairline is clearly high. I would love to see pictures with your eyebrows lifted so the creases on your forehead show. Miniaturized hairs often lose pigment. So, if your hair was miniaturized and it became darker, it is probably reflecting a reversal of miniaturized hairs.
