Do hairs thicken in new anagen hair cycles?

For example, if there is a miniaturized hair due to T.E, so will the hair grow thin at first, then fall off and grow and bit thicker and this cycle will go on till the hair follicle achieves it’s full thickness ?

Hair does not normally thicken in cycles unless it is miniaturized and impacted by DHT blockers like finasteride or dutasteride.
