Is the mature hairline phenomenon only common in Caucasians?

Most men undergo an evolution in their hairlines as they get to the ages between 18-29, but the mature hairline looks different in some Asians and Africans.  For men from India, more men retain their juvenile hairlines than most Caucasians do.  Bill Clinton has retained his juvenile hairline but after his heart attack, some of the hairline eroded.
