A chemical relaxer is, well, a chemical. Any chemicals can cause local skin irritation or an allergic reaction. I would suggest that you see a primary doctor or a dermatologist if this problem persists. Burns from chemical relaxers are quite common.
When you visit your dermatologist, he/she can look at your scalp and determine if there is anything there. Some people say they get an itching sensation when they are losing hair, but there is no connection that I can make that link the two. Sorry!
I would imagine that switching to standard minoxidil is just as good and should not cause additional hair loss. The use of Rogaine Foam may be better.

There is not such thing as tolerance to finasteride (Propecia). See Propecia and Hair Count for more information on that. I don’t think taking finasteride has to do anything with your possible use of dutasteride in future.
