I would have to (1) know how many grafts you had taken and (2) see your same picture in another 3 months with the same hair cut. That will tell me if it is an over-harvested donor area. I would hope that the redness would be gone in a week or two.
Yes, according to these photos, the doctor not only over-harvested you but the doctor most probably also extended the FUE into the non-permanent zone.
The donor area seems to have been over-harvested, in other words, too many grafts were taken from your original donor density. The grafts were also taken too high and too low from the donor area so that these hairs may not be permanent. I recommend you speak with your surgeon.
